Operation Garden Watch Unites Law Enforcement, Intelligence Experts, and Technology Partners Across New Jersey and the NY Metro Area
NEW JERSEY — As global attention turns toward the upcoming FIFA World Cup, a powerful regional collaboration is underway to strengthen public safety across New Jersey and the greater New York metropolitan area. Led by Hetherington Group in partnership with New Jersey State Police and Urban Area Security Initiative, Operation Garden Watch has rapidly mobilized to prepare for the complex security challenges surrounding one of the world’s largest sporting events.
Developed in under six weeks, Operation Garden Watch brings together law enforcement, intelligence professionals, and private-sector partners to deliver advanced open-source intelligence (OSINT) training and real-time monitoring capabilities. The initiative is designed to support agencies responsible for protecting communities hosting large-scale World Cup events—many of which are smaller municipalities now preparing for tens of thousands of visitors from around the globe.
With the scale and visibility of the FIFA World Cup comes a wide range of security concerns—from organized crime and fraud to cyber disruption and physical threats. Regional agencies are preparing for risks including:
Operation Garden Watch is designed to address these risks through proactive intelligence gathering and coordinated response strategies.
At the core of the initiative is a commitment to precision, speed, and insight—delivering actionable intelligence when and where it matters most. Through persistent monitoring of the surface web, deep web, and dark web, trained teams are providing continuous overwatch to identify emerging threats and support rapid response.
“This is about expanding ‘see something, say something’ into a modern intelligence capability,” said Cynthia Hetherington. “We’re combining both a microscope and a telescope—zooming in on immediate threats while maintaining a wide-angle view of the broader risk landscape.”
The program also emphasizes hands-on training and capability building for law enforcement and intelligence professionals. Expert instructors and trainers have delivered intensive sessions focused on OSINT methodologies, investigative workflows, and real-world application—ensuring agencies are equipped not just for the World Cup, but for long-term intelligence operations.
Operation Garden Watch reflects a strong public-private partnership model, with contributions from leading technology providers including Flashpoint and OSINT Industries.
The initiative was hosted at Kean University, providing a central location for training, coordination, and collaboration.
